Method 1:
Fix problem “Windows Defender is Turned off by Group Policy” Using Group Policy
1) Press the Window key+R open the Run box.
Type gpedit.msc and hit Enter.
When the Local Group Policy Editor window appears,
2) see Computer Configuration>Administrative Templates>Windows Components>Windows Defender.
Now see the Turn off Windows Defender setting in the right pane, and double click on it to modify.
3) turn off windows defender
In order to turn on Windows Defender, select Disabled and click OK.
4) Reboot your computer.
Method 2:
Fix problem “Windows Defender is Turned off by Group Policy” Using Registry Edit
1) Press the Window key+R open the Run box.
Type regedit and hit Enter to open Registry Edit.
2) In the left pane of Registry Edit:
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows Defender.
4) Right click on the DisableAntiSpyware value in the right pane, and Delete reg file.
Close Registry and reboot your PC.
